Former Owambo (now Ohangwena, Omusati, Oshana and Oshikoto regions) was made a “no-go area” for political parties, except the ruling Swapo party. FFF approached the Heinrich Böll Foundation for funding to address this situation. During 2004-2008 annual conferences were held at the Evangelical Lutheran Church in Namibia (ELCIN)’s Oniipa Headquarters. Participants came from different parts of Namibia representing their forums. Prof. Joseph Diescho, then lecturer at the UNISA in South Africa, used to be quest speaker on different topics. In 2007 the guest speakers were Tatekulu Andimba Ya Toivo and Prof. Diescho. They addressed the topic “Towards an Inclusive Society in Namibia”. A booklet was published titled Building an Inclusive Society in Namibia. Oniipa conferences had contributed greatly towards opening up former Owambo for other political parties to operate there.
